賴比瑞亞大學（University of Liberia）學生曾抗議學費上漲使他們無法負擔，導致2018/2019學年的低入學率，將近兩萬名註冊學生中，只有一萬一千名學生入學。

2017年，學生每學分需支付4美元；但在2018/2019學年，學分費上漲至6美元。

面對越來越大的壓力，賴比瑞亞於2018年1月甫上任的總統喬治‧維阿（George Weah）在同年10月底參訪賴比瑞亞大學主校區，出乎意料地宣布免除大學學費。記者Prince Kurupati的報導指出：

Speaking at the University of Liberia, Liberian president George Weah said that with immediate effect, all undergraduate students are no longer required to pay tuition fees. The Liberian president also took to his Facebook page to make the sensational announcement declaring that tertiary education with immediate effect is free for undergraduate students,  ‘Today, I am excited to announce that I have declared the University of Liberia and all other public universities in Liberia Tuition-free for all undergraduates.’

在賴比瑞亞大學發表談話時，總統喬治‧維阿表示，所有大學生不再需要負擔學費，這項福利即日起生效。隨後，賴比瑞亞總統也在他的臉書發表了這項轟動全國的貼文，宣布即日起，免除大學生接受高等教育的學費：「今天，我很高興地宣布，賴比瑞亞大學以及其他所有公立大學的大學學生不用再負擔學費。」

記者Sebastiane Ebatamehi接續報導說明：

During the last campaign before his election, George Weah said to a large congregation of his supporters, ‘I played football in Europe. I would have stayed in Europe and enjoyed my money, but I came to Liberia to redeem you from the bondage of hardships. See what I have done in this country in terms of development.’

Today, will come down as one to be remembered in history as the president, in a few months after his election, has declared the prestigious University of Liberia and all other public universities in Liberia tuition free …

This is indeed good news and one which will go down well with youth, not only in Liberia, but Africa in general.

在舉前的最後一次競選活動中，喬治‧維阿對他的廣大支持者說到：「在歐洲踢足球的我，大可選擇待在歐洲並享受我的財富。但我回到賴比瑞亞，來解救你們的苦難及束縛。看看我對國家發展做了怎麼樣的貢獻。」

就在今日，他所做的決定將會被人們記住並寫入歷史，就在選舉完的幾個月後，頗負盛名的賴比瑞亞大學以及其他公立大學學費將全免……

這當然是個好消息，這不僅造福賴比瑞亞的青年，更有益於非洲整體。

賴比瑞亞大學主校區中，許多學生載歌載舞地慶祝，讚揚總統的這項聲明。他們告訴記者，這對學生來說是很大的解脫。

一名學生Abdur Rahman Alfa Shaban解釋道，賴比瑞亞四所公立大學學生過去一直抗議不斷上漲的學校註冊費及學費，高額的費用導致不少學生因而輟學。

總統維阿讓賴比瑞亞大學學生免除學費，我要回家去完成我的碩士學位。

這波抗爭主要參與者為芬德爾學生組織（Fendall Student Association，簡稱FENSA）的學生們，他們由學生Heylove Mark領導，集結於總統辦公室前抗議，告訴學校官員，攀升的學費是學生無法入學的原因。

維阿聽見了學生們的憂慮，並以大學免學費這項驚人的聲明來回應學生們的訴求。

賴比瑞亞能否支撐大學免學費的教育？

早在2013年兩萬五千名高中生落榜州立大學入學考試後，前總統艾倫·強森·瑟利夫（Ellen Johnson Sirleaf，賴比瑞亞首位女總統）就曾說賴比瑞亞的教育制度是「 一場災難」。此事件也讓賴比瑞亞進行全國性的實驗，透過公私協力共同緩解內戰及伊波拉病毒對教育體系造成的負面影響。

考慮到將大學營運費用編入政府預算中會是一大負擔，非洲媒體《非洲頭條》（Front Page Africa，簡稱FPA）為此撰寫了一篇報導，想知道喬治‧維阿的民粹主義行動是否可行。根據FPA報導，賴比瑞亞每個財務年度必須撥出16,299,877美元給賴比瑞亞大學， 由此可看出這項挑戰會有多麼艱鉅。FPA繼續說道：

A recent World Bank report puts Liberia’s fiscal deficit at 5.2 percent of the GDP in FY 2018. This is a result of a significant shortfall in revenues and higher than anticipated non-discretionary expenditures … [T]he government is facing a hard time with generating finance and the situation might just worsen. Therefore, it is important that we face the reality: this government cannot afford to underwrite the hefty cost of running a free public universities or colleges. Has this government backtracked to assess the impact of the free primary and secondary education? Or is it only desperate to thrive on the popularity of abysmal policies?

最近一項世界銀行報導指出，賴比瑞亞在2018財務年度GDP的財政赤字為5.2%。這是由國家所得嚴重虧空以及高於預期的非任意支出所導致的結果。……政府現正面臨財源困境，這狀況可能持續惡化。因此，我們必須面對現實：賴比瑞亞政府承擔不起營運免學費大學的費用。賴比瑞亞政府是否迴避評估這項政策將對初等及中等教育免學費政策所造成的影響？又或者，這是絕望中求生存？

賴比瑞亞人民也在推特上表達他們的質疑：

Not surprised George Weah has fully morphed into the typical African leader; no vision, grand gestures of populism, appropriation of state assets & platforms for self aggrandizement. Man just declared free tuition for public universities in Liberia, a very very poor country. SMH.

不意外，喬治‧維阿已經變成典型的非洲領導著了；沒遠見、冠冕堂皇的民粹派、挪用資產、作秀的舞台。他就這樣宣布賴比瑞亞大學免學費，在這個窮到不行的國家。唉（搖頭）～

在美賴比瑞亞記者協會（The Association of Liberian Journalists in the Americas，簡稱ALJA）更對喬治‧維阿的決策持懷疑態度，認為這太過突然，且目的是為獲取政治支持：

Mr. Weah’s tuition free announcement sounds plausible, but neither he nor the Liberian government has the monetary and logistical supports for the realization of the policy. ALJA wondered how the President and the CDC administration will fund such an undertaking after January 22, 2018, while delivering his first legislative agenda to the 54th National Legislature of Liberia, he declared publicly that the Liberian economy is broken and by extension the government.

總統的免學費政策看似可取，但不論是他個人或是賴比瑞亞政府，都沒有財源及後勤支援去實現這項政策。在美賴比瑞亞記者協會想了解，總統及民主變革大會黨（Congress for Democratic Change，簡稱CDC）會如何提供資金執行這項承諾－尤其是總統於2018年1月22日在向第54屆議會提出他的第一項立法議程時，就已經公開聲明賴比瑞亞的經濟已崩盤，就連政府也是如此。

自從維阿當選後，賴比瑞亞的貨幣快速貶值。2018年3月，面對因內戰而分裂的賴比瑞亞，聯合國宣布正式終止在當地的維和任務，更於2016年年中即撤出約一萬五千名駐軍，這都對賴比瑞亞經濟造成很大的衝擊。

維阿在2017年12月26日當選時，感慨地說道：「賴比瑞亞貨幣在2017年就貶值了25%，2018年1月又貶了25%」。

喬治‧維阿是唯一一位獲得金球獎（Ballon d'Or）肯定的非洲足球選手，被球迷暱稱為「喬治大王」（King George）的他，在40歲時結束了傳奇的足球生涯。深知教育的價值，他在佛羅里達州的邁阿密德銳大學（DeVry University）求學，且在2013年47歲時，完成經營管理及刑事司法的學位。

維阿希望這項決策能平息學生們的怒火，但學生們對於總統的決定提出進一步要求。有些學生擔心，此舉將會使學生因[變相]取得獎助學金而削弱學生組織的動員能力，進而導致校園內的政治意見沉寂。
